Planned installed capacity exceeds 60 gigawatts, with annual generation on the order of 300 billion kWh, equivalent to roughly three Three Gorges. From New Delhi's vantage point, this is the source of the anxiety: in theory, China could impound or release water at will, engineering droughts or floods downstream, and has at times run the international argument that downstream flows could be cut by as much as 85%.

But the Yarlung Tsangpo project is a run-of-river scheme using tunneled diversion. It exploits the natural vertical drop to drive turbines, requires no giant dam for storage, and the water that passes through the turbines is not consumed, contaminated, or diverted — it is returned to the river essentially unchanged. At the macro level, the project does not alter the natural runoff, and has no material effect on international water entitlements. Compounding this, the upstream Chinese share of total Brahmaputra flow is only around 30%; the downstream river is built up by tributaries and rainfall. India does not, on the engineering record, have a basis to fear a cutoff of its water supply.

So what is India actually anxious about? The real play lies upstream of the Siang River in the southern Tibetan region, where India is racing to build a 300-meter-high, 9-billion-cubic-meter reservoir — to lock in a "downstream priority of use" as a fait accompli before the Yarlung Tsangpo project comes online. Once the reservoir exists, every subsequent negotiation or arbitration will start from the assumption that India, as the downstream user, holds a privileged right — and the geopolitical card flips into India's hand.

India's Teesta Squeeze on Bangladesh — A Real Bottleneck

What India does to Bangladesh, by contrast, is genuine water-cutoff. On the Teesta, India has diverted upstream water, leaving Bangladesh to alternate between dry-season drought and wet-season flood. The Grand Ethiopian Renaissance Dam — Why It Nearly Started a War

Egypt's population and economy are crowded almost entirely along the Nile and its delta; outside the river there is essentially nothing. The Nile decides life and death. The Blue Nile, which contributes the larger share of flow, rises on the Ethiopian Highlands. Ethiopia, looking to escape poverty and electrify an industrialization push, needs that highland hydropower. The colonial-era framework — drawn up by Britain — allocated virtually all of the Nile's water to Egypt and Sudan, leaving Ethiopia next to nothing. Ethiopia's claim is redistribution; Egypt's is historical entitlement. Mediation under the African Union has failed to break the deadlock.

By the time Egypt woke up to the construction, Ethiopia had already completed a dam with a reservoir capacity of 74 billion cubic meters. The filling phase will absorb a large share of the flow that would otherwise reach Egypt, and the two sides have not reached any operational agreement on filling or release. If an extreme drought hits East Africa, water stress can translate directly into military confrontation. The Colorado River flows from the United States to Mexico; upstream U.S. dams, including Hoover, intercept irrigation flows, leaving Mexico with barely a trickle. Mexico is in water debt, and the delta wetlands are on life support. Within the United States, the states cannot agree among themselves: the temporary operating guidelines expire at the end of this year, the federal government wants to centralize cuts on downstream use, and legal battles are queued up. Multinational corporations clash with local communities over water, even data-center siting is now complicated by hydrology. Tehran's 14 million people face extreme scarcity, the major reservoirs are close to empty, and groundwater over-extraction is causing severe subsidence — President Masoud Pezeshkian has said that relocating the capital is no longer optional. In the U.S.–Iran conflict, four desalination plants have already been struck directly. When a city's water depends entirely on desalination, a concentrated attack on plants and pipelines can paralyze civilian life and industry; the risk is over-concentrated.

The report's two recommendations: first, build a diversified water-resource portfolio — do not put all the eggs in the desalination basket; second, classify key hydraulic infrastructure as a strategic national asset, and tighten foreign-investment review on water-related projects.

The United States tends to treat water as a geopolitical tool, traded and bargained within the country and with neighbors. On August 7, the Economic Times reported that India, at the 36th round of the China–India Working Mechanism for Consultation and Coordination on Border Affairs (WMCC), urged China to resume sharing hydrological data on the Yarlung Tsangpo and called for an early meeting of the expert-level mechanism on transboundary rivers.

China is planning to spend roughly RMB 1.2 trillion (about USD 170 billion at current rates) to build the dam in Tibet — a project expected to take close to a decade.
